From its inception in 2001 until Sept 30, 2010 the Spay Neuter Program resided in the Department of Health and Human Services. The Spay Neuter Program now resides in NCDA&CS. Senate Bill 897 transferred the administration of the voluntary Spay/Neuter program from the Department of Health and Human Services to Animal Welfare Section on Oct. 1, 2010. In 2010 there were 104 facilities reporting, compared to 69 in 2009.
